Subcontracts Manager

Responsibilities & Qualifications:

  • Ensures that subcontracting functions are performed in conformance with the requirements of the prime contract with the client including, as applicable, the Federal Acquisition Regulation (FAR) and its supplements.
  • Identifies sources for the services, selects and communicates with subcontractors, and manages the performance of the subcontractors.
  • Evaluates subcontractor proposals, conducts negotiations, awards, issues, and documents all subcontracts.

  • Monitors subcontractor performance, and issues amendments to subcontracts.

  • Resolves disputes with subcontractors and evaluates subcontractor performance.
  • Supports the development of proposals and new business by preparing subcontracting strategies and plans, pricing for subcontracted services, labor estimates, capability and experience data, and systems descriptions.
  • Manages subcontractor involvement and relationships with the Company.
  • Works to achieve Company and Project objectives in regard to budgets and schedules.
  • Provides training and mentoring to subcontracting personnel.
  • Entrants to this position generally possess an average of 12 years experience in subcontracting, including 4 years of experience on engineering and construction projects.
  • Ability to use a foreign language desired.
  • Demonstrated ability to effectively lead a purchasing organization to support corporate or project requirements. 
  • Ability to implement prime contract requirements including those from the FAR.
